* Add goreleaser setup. This sets up goreleaser as following: - It runs whenever a tag starting with `v` is pushed. - It will build for windows, darwin, freebsd, and linux. - For the architectures amd64, arm, and arm64. - It gets the slack webhook data from github secrets. This also cleans up the go mod files * Don't run goreleaser on PRs
