GEOS-Chem submod update: Merge PR #2155 (Fixes for GC 14.3 in GEOS)

This commit informs the GCHP superproject about the following
commits that were pushed to the GitHub geos-chem/geos-chem repository:

b0fc61a7b Merge PR #2155 (Fixes to run GEOS-Chem 14.3 in GEOS)

This PR brings in several minor fixes for running GEOS-Chem 14.3.0+ in
the NASA GEOS ESM.  It does not affect GCClassic or GCHP simulations.
