RESOURCE_CONTACTS_MISSING_OR_INCOMPLETE occurs on dataset with several contacts

It's because the creator doesn't have a name (individualName) so it will impact the citation (and it does for now).
As soon as we have the new citation guideline to build the citation the related test will follow.

I'm assuming creators that are organizations or positions are still allowed though, as this is in compliance with the GBIF Metadata Profile - is this true?

They are not "allowed" but I agree they should if they are in the GBIF Metadata Profile.
