Start working on new governance pages

• replacement of the Steering Board with the Community Board

• introduction of SIGs

• CoP are not grouped under SIGs

• regional communities are grouped under SIGs

• URLs are now looking like

  • /community/sig/genome-annotation/ or /community/sig/singlecell/
  • /community/sig/arabic/

ToD:

• a new version of governance.svg
• Galaxy Technical Board (GTB) subpage (/community/governance/gtb) needs some content

I have changed, or will change, all links internally. For external links, we might need a redirect, yes.

No idea why the linting is failing. The error messages are empty.

haven't gone through all the content (it's a lot!), but here are some suggestions

Have a hook or pop-out or highlighted section here that basically redirects to 'Structure/Governance'

And the text in this section? Where should that go?

I think you can leave this main text here, as long as it has the button redirecting to Structure (because clicking on Community, a user might thing that will tell them the organisation of the Community, or they might want to learn more 'about' the community), so we cover both bases this way.

Moving with a theme of clear audience for the tabs / structure etc., I propose some reorganisation of tabs
