Use only the already installed toolchains, preventing additional toolchains to be installed
is toolchain installed, incl. necessary extra like targets
if not available: skip
- alternative: don't include in initial filter

Alternative: --prefer-installed, which should be made default.

Use installed toolchains to reduce the scope, and then install necessary toolchains to find the exact MSRV.
