Flux putting a resource in place and immediately garbage collecting it.

I'm seeing behavior that I have never seen before. Flux is installing a resource as expected and then immediately garbage collecting it.

I've been digging through the logs but all I see is flux adding the resource and then garbage collecting it a short time later, and the resource is still in the Inventory for the kustomize source that creates it. Any pointers would be appreciated.

weirdly enough other resources in the same ks are working as expected and aren't suffering the same churn.
