In #350 there is now a free-form textarea to enter requirement statements:

These then appear in a workbox for review:

To support the review of these derived requirements a generic form editor was required (#360).

This feature implies strongly that a generic, structured, top-level requirement form should exist on that tab as well. A similar feature exists in other products such as Azure DevOps:
