The minimum version of Python shall be increased to 3.10. The support for version 3.13 shall be added.

Update script ./setup.cfg
Update workflow script ./github/workflows/ci.yml
Update workflow script ./github/workflows/pypi_deploy.yml
Validation of entire package code (unit test)
