Install newer version of QEMU from CentOS Virtualization SIG repos on hypervisor #214

A much newer QEMU than the one in EPEL/CentOS repos is available and supports more hardware etc and can give performance improvements.

Subtasks:

the repo/RPM gpg key is available on the hypervisor(s)
we have tested:
upgrading (basically yum repo and poweroff poweron VM, reboot is not enough)
fresh installs
