Freeform mode setting state isn't recognized / Allow forc-enabling Freeform mode

This might be because I'm using Taskbar on a Google TV, but when Ienable "Force app activities to be resizable" and go to the "Freeform mode"settings page (after force-enabling it), the dialog keeps popping up telling me to enable it when I already have. I've rebooted the device and tried re-enabling and rebooting again and I can't enable freeform mode on Taskbar.
