API section

@slowli is there a section created for documenting common explorer api and api of all services? We need to create one if not and consolidate all enptoints' description (which are now 70% documented i believe in exonum-configuration and exonum-btc-anchoring repos). The rest of 30% of explorer api aren't documented so far (corresponding pr hasn't been merged yet).
It would be nice to have one, cross-referenced from other sections of doc.

We have description of the config update service as a part of #26; is this what you have in mind? The anchoring service API will be described on the corresponding page; the same with the blockchain explorer (it will most probably become a service eventually, as per exonum/exonum#121).

ok, then the only concern.is to.maintain uniform style.across different services. i guess, that s monitored anyway and not only for api
