Publish to pypi (#22)

* Re-organize so the sdk can be published solo

* add the publish workflow, adjust setup.py

* copy workflow from fidesctl docs

* made some small tweaks

* add versioneer to fideslog

* modify versionfile_build due to install error

* fix dependency conflict with versioneer
