Update network config when catlet environment or project is changed from discovery

It is possible that a catlet environment or project is changed by the VM discovery.
For example if a administrator moves a catlet out of the environment paths to another environment. This scenario is fully supported by storage management but currently not by networks.

In the event that the discovery updates the environment, a network change must be triggered for the catlet to either update the environment and project or fall back to the defaults.
