Describe the bug:
2 hover action popovers show up when hovering fields in table tab in alerts flyout

Kibana/Elasticsearch Stack version:
8.19/9.1 (to be confirmed)

Steps to reproduce:

  1. Generate some alert data
  2. Expand details for an alert
  3. Go to table tab, hover over a field
  4. Observe there are 2 hover actions. Filter in/out via the top popover will add the filter to timeline

Current behavior:
2 popovers

Expected behavior:
1 popover should be present, and the filters should be added to alert page

@vgomez-el I spun up a 8.18 instance and do not see this bug. Could you help confirm this behavior is not happening in the latest 8.18 BC? Thanks!
