Description

As discussed in #8537 (comment) we want to introduce documentation for severity colors.

The technical updates for severity colors will be done in https://github.com/elastic/eui-private/issues/277 which will also include outputting tokens on the color tokens docs pages.

In this task we want to add a standalone page to our EUI documentations which should explain the purpose and usage for severity colors.
