After playing around with it more:

• The window does appear on top of the taskbar but it doesn't remain there. One instance where it can be put beneath the taskbar is when previewing windows (hovering over a taskbar)
• Does not work with virtual desktops in windows 10

Maybe I or someone else will take another look sometime in the future, but this is not going to work for now.
