Move jmemro.c out of libs/jpeg into the AppEngine library itself, delete libs/jpeg and add a build step to pull in a stock IJG library. Probably pull in libjpeg-turbo in preference to libjpeg-8.

New plan: Pull it in via DPTLib like I've done with libpng.
