Update vulnerability assessment tool

In the Landing Zone deployment, policy deploys the Qualys extension for Threat and Vulnerability Management.
In the recent updates, Microsoft deployed its own Threat and Vulnerability Management agent which can be deployed from the Azure portal.
The Qualys extension does not report as compliant in Microsoft Defender for Cloud.

Replace the existing policy deploying Qualys extension to deploy the Microsoft extension instead.
