Include a default offline map in app

Describe the idea
Currently if Mapeo is offline and the user has not installed any offline map tiles, no map shows up on the phone.

We should include a basic offline map of the world, which shows countries and major cities, that will display as a fallback when there are no offline map tiles, or if the user is outside the area of the offline map tiles.

What is your ideal step by step workflow?

1. The user opens Mapeo for the first time whilst not connected to the internet, without any custom offline map downloaded, a basic map is displayed that shows countries and major cities.

2. If the user has a custom offline map installed, and they pan outside the area included in the offline map, then the same basic default map is displayed.
