Can Apprise Tags Be Used Instead of URLs in Notifications?

I have an Apprise configuration file (/etc/apprise.yaml) that looks like this:

urls:
  - mailtos://user:pass@gmail.com:
      - to: user1@gmail.com
        tag: mail_user1

      - to: user2@gmail.com
        tag: mail_user2

Using the Apprise CLI, I can send notifications by referencing tags instead of full URLs:

apprise -vv --title "Test" --body "Test" --tag mail_user1

Is there any way to use those tags also in Notification URL List?
