• release notes?
• removing dev indication from 2.27.
• Since you're in this file, can you update the repo name to cloud-deployment instead of open-amt-cloud-toolkit?

This PR just ensures that all new merges will apply to the new version.

I’ll be opening two more PRs—one for the release notes this draft PR and another to update the site redirect on March 25, similar to this PR.

In the release notes PR, I’ll also update the repository name to cloud-deployment and remove the "dev" indication from version 2.27.
