List active tasks to re-open their windows

Context

Active tasks are created upon launching tasks, and they are cached as part of the plugin state to track them when the task window is closed before the task is closed. The user requires a command to list the current active tasks which allows the user to re-open them in their appropriate windows, or even re-launch the task with the same configuration.
