Agents need to register and bond, and after selecting the first N schedule time periods, they are responsible for verifying transaction agents within their respective time periods.

This is to resolve the coincidence of send delegate ethereum txs at the same time which could cause waste and lose for the delegate verifiers.

There are some similar mechanism in relayer fee market(source chain), but the primary design purpose is not for the following mentioned here. Refer darwinia-network/darwinia-common#776

This is to resolve the coincidence of send delegate ethereum txs at the same time which could cause waste and lose for the delegate verifiers.

The solution for resolving the coincidence sending same ethereum txs is document here: darwinia-network/bridger#239

This solution mentioned here is still too complex, and do on-chain verification earlier will still consume gases, and does not resolve root cause.
