Clarify meaning of LA_FAIL failure code #13

LA_FAIL is used as a general failure value, but it is not explicitly stated what it means.

Perhaps the meaning can be documented per function?

Hi @acpiccolo,

When the function returns LA_FAIL or 1 it means the license is not activated yet.
