Unable to install the Continue vsix plug-in in a completely offline environment, like it needs to download something or verify online?

The above issue looks a lot more like you installed the incorrect architecture version for your operating system. In the past, when I have seen architecture mismatches, the errors looked very similar to yours.

Could you verify that you've install the correct version? If you're on an arm windows, double check you have the arm .vsix, if you're on an x64 windows, double check you have the x64 vsix.
