surface_to_compas doesn't work #1417

For this syntax (surface is a NurbsSurface):

from compas_rhino.conversions import surface_to_compas
csurface = surface_to_compas(surface)

the error is

Error: Runtime error (NotImplementedException): NotImplementedError

(I'm in Rhino 7 on Mac.)

my guess is that a dependency (pythonocc) isn't installed -- the exception isn't exactly particularly informative though
