Check pending channel transactions periodically for unsafe low fees

Pending channel transactions with a fee that would result in a block inclusion only after 6 hours or more should be immediately broadcast.

This check can be implemented in the already existing scheduled check for expiring channels.

The API of bitcoinfee21.co can be used for this purpose and the FeeService adapted accordingly.
