The register workflow works if the session hasn't started

I want to restrict adding a new user to specific groups like admin and superuser.

I made some changes to avoid public access to the registration form.

I commented on lines 32,33 & 34

I get access to the registration form only if I start the session, but when I try to add a new user, it doesn't work.
