refactor desired skills picker format

use skills picker input box on top
horizontal dragging area underneath

• reorder skills
• drag a skill out to remove it and add back to the data list

lets us display it inline like the other editable fields instead of needing separate modal

Check out react-select. We don’t need it to be a multi input like the skills selector

We can use just the single one. So search - select - added to ordering bar underneath. Then they can drag to reorder. So we can keep (but restyle to horizontal) the current desired skills picker. The difference will be the data source.

So the “selected skills” comes from the input box. And the draggavle area is just the horizontal area. Lmk if you want to talk about it
