Cmake Cross-compilation for ARM

It is important to add cross-compilation for Arm architectures to the pmu-estimator library using CMake, and most importantly for the Raspberry and STM platforms. As more and more embedded devices are using Arm-based processors, it would be very useful to be able to compile the library for these architectures.
