• Moved work from dev branch into master.

This is the terminal release of Augur version 0.9.4

After serving as our Master Branch for 10 weeks in the Summer of 2019, this branch is being preserved in this release in anticipation of moving the dev branch over to master around August 9th.

This release:

• re-enables Facade tests that were temporarily removed for a time-sensitive release that took place while the Facade database was being rebuilt
• fixes issue #264 (Dates not showing on time axis)
• fixes a typo in the installation section of the development guide

Release notes:

• fixed a metric status bug wherein it was unable to properly distinguish the unique implementations for a single metric that was defined in multiple data sources
• updated the requests version library requirement
• fixed Windows-specific npm install error inside the Vagrant VM
