This reverts commit 818d305.
I’m trying a new approach: updating each package in a release, other than those that are already newer.
Refined approach: coalesce releases until a major version change.

This is a preparatory step to addressing the problem in #1425. I stopped short of updating
@embroider/addon-devto5.0.0as it caused irrecoverable errors, I’ll look more into that and maybe report it.
