Add a message if API requests take over >10s

It would be nice to render a loading message if the API data is taking over 10s to load, since it is likely that the user is encountering a cold boot from the free Render service, which can take 40-60s. Right now, there's no loading indicator at all, and the user might click away thinking the site is not working.
