Universal lattice description (ULD)

Develop a set of standardized parameter names and meanings independent of the lattice.
Document what existing programs use.
Standardize the lattice layout format.
Possible languages that can be used are: Python, YAML, JSON.
Write a translator between ULD and AcceleratorLattice.
