docs: Add Managing Goose Permissions Guide

This PR introduces a new Goose Permissions Guide, which provides users with a clear understanding of how to configure Goose's automation settings. The guide explains permission modes, their use cases, and step-by-step instructions for adjusting settings via CLI and Goose Desktop.

• Auto Mode → Full automation, no approval required.
• Approve Mode → Requires confirmation before modifying files or using extensions.
• Chat Mode → No file modifications or extensions, chat-only mode.

2. Configuration Instructions

• ✅ CLI: Step-by-step guide on running goose configure to set permissions.
• ✅ No Desktop instructions yet → A note has been added to clarify that Goose Modes in Desktop are coming soon.
