Rider - reports that it can't format files in \ while on windows

With a new version of rider something seems to have changed where Rider is using a path of '' for some files and csharpier thinks it needs to be installed globally to format them.

Should be simple enough to add that to the exclude list, but I'm also curious what it is doing with that path.
