Description

Implement Log Package as described here https://docs.google.com/document/d/1edEcd_cOuhnLOJWR0UUibJmROMvCnJJVjeAuDUHv9lo/edit?tab=t.0#heading=h.3oyftckziq2l

Goals

Implement Log package
Update All service to import and initialise log pacakge
Update config of all services to include log config.
Replace all logging call with calls to log package through out the repo.

Acceptance Criteria

>90% test coverage
