Publish BCMI records to NRCED

As an admin, when I manually create and publish an inspection or other record to BCMI, I expect that record to also be published/ publically available to view on NRCED.

Additional Context

• Currently records manually added to BCMICollections to appear on BCMI do not appear on NRCED resulting in an incomplete picture of a mines records on NRCED.
• This is tricky as a record does not need to be added to a BCMICollection to appear on NRCED, instead a flavour of the underlying inspection record needs to be created.
• A migration will need to be written for all existing records.

Acceptance Criteria

• When a record is published to BCMI the user should have the option to publish it to NRCED too.
