As a member of the public, I want to see Mines Act inspection records and reports issued by the Ministry of Mines, Energy and Low Carbon Initiatives (EMLI) displayed on both NRCED and BC Mine Information web apps so that I can understand how specific mines are operating and am confident that government holds mining companies accountable.
As a Mines inspector, I want ONLY inspection reports that are compliant with the protection of personal information to be published to both NRCED and BCMI so that we remain compliant with the Mines Act and protect personal information.
Mines Act inspection records are already published to NRCED. A ticket exists (1125) to automate the publishing of Mines Act inspection reports to NRCED. This is a new ticket to automate the publishing of inspection records and reports to BCMI.
While NRCED publishes all Mines Act inspection records and reports (e.g. major mines, placer mines, and gravel pits), BCMI should only publish reports and records of inspections of Major Mines that are listed on the web app.
Only Mines Act inspection reports that are compliant with the protection of personal information should be published to BCMI.
Currently, inspection reports are reviewed and redacted by EMLI staff. The process is a manual and time-intensive process, which produces a redacted copy of the original inspection report.
Currently, EMLI staff are working to develop workflows that ensure all future inspection reports are acceptable for publication without redaction. (Service Owner in talks with EMLI staff on timing.)
EMLI inspection records and reports are stored on NRIS. Reports can be imported using the NRIS Web Service, but they are not currently being published this way.
There is no function in NRIS that allows NRIS users to differentiate publishable attachments from non-publishable attachments. This functionality should be addressed before 1125 is completed.
Acceptance Criteria
Current records (with existing workflows requiring additional review and redaction)
(1) GIVEN a Mines Act inspection record includes a reviewed, redacted, and finalized inspection report on EMLI's NRIS application
AND GIVEN that the record was an inspection of a Major Mine listed on BCMI
WHEN the NRIS-EMLI Integration runs
THEN the Mines Act inspection record and the reviewed, redacted, and finalized inspection report is imported and published to BCMI.
Future records (with improved workflows not requiring additional review and redaction)
(2) GIVEN a Mines Act inspection record includes an inspection report on EMLI's NRIS application
AND GIVEN that the record was an inspection of a Major Mine listed on BCMI
WHEN the NRIS-EMLI Integration runs
THEN the Mines Act inspection record and report is imported and published to BCMI.

Questions: Inspection report PDFs work to be completed - ticket #1201
What is the logic that the BCMI uses to display records? (Mine, collection, individual records)
Can records from NRIS web service reconcile from BCMI? (Is there a logical path?)
If the 2 can't be reconciled, what is the path forward?
Investigate if it published to NRCRED and/BCMI. May need to talk to Colin if this needs to be pushed to BCMI.
Confirmed with Colin that their area is still interested in this work. I'll chat with him and provide any updates.
