Updating reporting guidelines

This updates the guidelines to match what we did for Open Source Bridge

## What happens after you file a report?

You will receive an email from the Stumptown Syndicate's Code of Conduct Working Group acknowledging receipt within 24 hours (and will aim for much quicker than that).
