On the website and in the documentation it notes that using "CTRL + ENTER" may be needed to clear the BIOS password(s). However, the correct sequence is "CTRL + ENTER + ENTER" while holding CTRL.
For example, I attempted to use a by-serial-number code to unlock with CTRL+ENTER but it did not work. After contacting Dell Support for the master code, I was provided the same code but told to press ENTER twice and then the password did in-fact clear the BIOS password(s).
Just wanted to give a tip! :)

Incorrect Use Documented
Use "CTRL + ENTER + ENTER" with Dell Devices by Serial Number to Successfully Clear BIOS Password
Oct 14, 2019
If I remember correctly, this was either a Dell Latitude 5480 or 5490 (I am uncertain which) so I bet it is specific to the model and/or BIOS version on the device.
