Configuring scale-in and scale-out period in manifest.yml

I'm using auto scaling by following this guide https://aws.github.io/copilot-cli/docs/manifest/lb-web-service/#count
How can I configure scale-in and scale-out period?

Snippet of my manifest.yml

environments:
  test:
    count:
      range: 1-3
      cpu_percentage: 40
      memory_percentage: 60

Unfortunately, the scale in and out cooldowns can't be configured at the moment 🙇

	ScaleInCooldown: 120
	ScaleOutCooldown: 60

This would be a new feature request for Copilot. Are the defaults of 1m (minimum for scale out) and 2m for scale in not appropriate for your application?

Yes, the defaults are too short for some of our apps.

Sounds good! would you mind elaborating on the following:

1. Do you need to configure both scale in and out, or only scaling in?
2. Would you need to configure separate cooldown values for cpu_percentage vs. memory_percentage?
