Execution lambda via Iot Actions, error occurred : No module named '_awscrt'

Now I will use MQTT v5 released recently on lambda, thank you for teams's help!
So I created requirements.txt and lambda-handler, then uploaded ziped file including below packages via AWS Console.

awscrt==0.16.9
awsiotsdk==1.12.4

and install:

pip3 install -r requirements.txt -t .

then I encountered a error put in a title.

from awscrt import mqtt5     lambda_functions.py
import _awscrt               awscrt/mqtt5.py  L9
No module named '_awscrt'

My enviroment is:

Python 3.9.6
MacBook Pro M1

Lambda runtime is:

Python 3.9
architecture x86_64

awsiotsdk depends on awscrt, so exclude awscrt from requirements.txt then uploaded again, but it didn't works.

I found a same-like question , but I don't know how to fix this.

Basically the underscore in the module name shows that it is a module written in C or C++

Should I do downgrade Python Version from 3.9.6 to 3.7.x , or use pip command on other plattform like Ubuntu etc... ?

Did anyone encounter this issue? It would be helpful if you have idea to solve and could share.

What do you get when you do:

python -m pip install awscrt

Make sure that you have the awscrt installed if you are running into this error. Marking the above as the answer as this is an older discussion
