fence implementation with java chassis 2.8.3

servicecomb-fence acts both an example project and a working API. So we release this first source code version. This version is based on servicecomb-java-chassis 2.8.3. Users can use the source code and with some proper improvements and custmoizations to fullfill bussiness use.
