What changes were proposed in this pull request?
Use https://github.com/apache/skywalking-eyes to check license headers for website files. The main Ozone repo uses rat, but that requires Java and the website has no existing Java dependencies.
License headers have been added to files based on recommendations by the skywalking eyes project and Apache policy.
Although the skywalking-eyes project seems reasonably well maintained and widely used by other apache projects, it is still using an old version of setup-go that depends on Node.js 16. Since GitHub actions is deprecating this Node version, it produces a warning on every run. I assume it will be updated eventually, but we could also try submitting a PR to bump the version.
