Tool recommendation in Galaxy

Release 1.0

This is the first release of the mechanism of the tool recommendation model in Galaxy.

Major features:

• Apply a deep learning approach to learn on Galaxy's workflows (sequences of tools)
• Use Keras=2.3.0 and Tensorflow=1.13.1 in the pipeline
• Create a model as an H5 file to recommend tools in Galaxy
