build: upgrade minimum MacOS version to 13

Summary

MacOS 12 reached end-of-life on 11/30/2024 and no longer receives security updates. This upgrades the minimum supported MacOS version for builds to MacOS 13 (following Xcode SDK support listed in this doc).

Test Plan

Attempt Mac builds using new Xcode SDKs provided by CI.
