Difference between legacy and new-and-shiny

A few days ago I've started working on migrating my home cluster from legacy (summerwind) to new-and-shiny (github) runners hosted on kubernetes. One of the first things that came up is that the new images don't seem to have zip/unzip when using https://github.com/hashicorp/setup-terraform to set up terraform. Is there a resource available somewhere with the differences between summerwind and github runner images?

I'm seeing the exact same issue also trying to use setup-terraform.

I think the image used for the runner scale set has less packages then the previous one. I got this working by adding the missing packages.

One tip is to ensure you install the extra packages like git before the checkout task.

Anything else you found? Currently picking this up again and it feels a bit silly to have to install everything every single run

We use the official runner images as a base and install the packages we require and publish our own runner images. Installing everything on every run definitely seems wasteful.

There is a difference between summerwind version runner image and ARC version runner image. You can check the difference through the Dockerfile.

RTFC isn't a really useful answer tbh. Sure I can see that unzip, jq, and at least git are missing in the ARC runner images. But I was kinda hoping for a table of differences somewhere.
