Single vs Multiple controllers

Hi,

After reading this issue / comment, I'm a bit confused about the best way to manage multiple organizations.

Option 1: 1 single controller + X Runner Deployments (1 x organization)

Option 2: 1 controller per organization, each in its own namespaces (using the watchNamespace="")

For what I've gathered, Option 2 started more as a solution to work around the API rate limit. But with the release of GitHub's workflow_job webhook, this should not be a problem anymore.

Would I face scalability issues if I go with Option 1?
