Learn about vigilant mode. 
fix: Duplicate powerTag IDs and context menu (#11)

This commit fixes two issues:
- The system will attempt to remedy actors with duplicate ids in their
tag arrays.
- Both extra effects have been moved to a context menu on effect rolls.
